District Policy

This document is intended to provide direction and clarity in regards to how Orange District is run. These policies are not intended to conflict with the policies of the Boy Scouts of America (BSA) or Occoneechee Council, but are to refine those policies as they pertain to the district or to address items not specifically covered in those policies. In the event of a conflict, the BSA and Occoneechee Council policies take precedence.

 

I.       Internet Policy

A.     District Listserv

1.      Membership

a.      The listserv shall be restricted to those people who are registered members of the Boy Scouts of America, are the parent or guardian of a registered Scout, or otherwise have an interest in Orange District activities.

b.      Requests to join the listserv will be reviewed by district personnel. People requesting to join must supply their name, Scouting affiliation, and reason for wanting to join.

2.      Usage

a.      Messages sent via the listserv shall only be for Scouting related communications.

b.      No advertising messages shall be sent over the listserv for commercial purposes.

c.      Units may advertise approved fund raising activities. (Unit Money-Earning Application)

d.      Replies to messages should be sent to the sender, not the entire listserv, unless the answer is relevant to everyone.

B.     District Web Site

1.      The district web site shall follow all policies of the Boy Scouts of America. Questions regarding this should be addressed to the webmaster.

2.      Approved unit fund raising activities may be listed on the district web site. (Unit Money-Earning Application)

II.     District Event Fund Raising Policy

A.     Scouting events sponsored and organized by Orange District including, but not limited to, camporees, Cub Scout Day Camp, the District Pinewood Derby, Scout-O-Ramas, etc. are intended to supplement and extend the quality program that individual units provide to their youth. Because they are designed to benefit all participating units, the policy of Orange District concerning fund-raising at district events shall be:      

1.      Fund-raising / sales by non-BSA parties is not allowed.

2.      Fund-raising / sales by or for the benefit of any BSA unit is not allowed.

3.      Fund-raising or sales may occur as part of the event providing that appropriate line item(s) are included in the approved event budget. Examples include:

a.      Sales of event t-shirts and patches,

b.      Sales of refreshments to offset other event expenses, and

c.      Participation fees.

4.      Sales of food / refreshment items by the Eno Chapter of the Order of the Arrow are allowed.

B.     Unit Money-Earning Applications will be reviewed during the district committee meeting, on the 3rd monday of each month except July.
